韓國國家安全戰略研究所發佈報告稱，朝鮮有可能在明年三月韓美軍演之後向韓國發起挑釁。
報告稱，為了消除大規模的肅清工作所引發的知識分子階層的分裂和居民的不滿情緒，朝鮮有可能會進行局部挑釁。
報告認為，在明年三月韓舉行軍演之後，朝鮮進行挑釁的可能性較大。
韓聯社引述報告說，朝鮮也會對發起挑釁採取謹慎態度，因此很可能會進行不易留下證據、受報復風險較小的網絡攻擊。
韓國國安戰略研究所報告說，朝鮮最高領導人金正恩很可能通過訪問中國和俄羅斯，與周邊國家加強高層交流，以此來改善對外關係和擺脫被國際社會孤立的局面。
