[科技]新加坡因手机网络瘫痪重罚电信运营商 (10/04 21:14)

　　新华网新加坡10月4日电(记者胡隽欣)新加坡资讯通信发展管理局3日对本地三大电信运营商之一的"第一通"开出150万新元(约合736万元人民币)的高额罚单，原因是该运营商的手机网络在今年1月曾瘫痪数日。
　　这也是资信局对电信商开出的史上最高罚单。资信局说，之所以重罚"第一通"，主因在于该公司"没有履行其提供持久并具弹性的移动电话服务的责任"，给用户带来严重影响。
　　今年1月15日起，"第一通"手机网络陷入瘫痪，3G服务的瘫痪时间超过63小时、2G服务超过71小时，是新加坡历时最长的一次手机网络故障，影响到25万用户的使用。
　　调查显示，网络瘫痪的原因，是"第一通"在对其电信基础设施的一个关键网络操作中心进行升级时，发生电源事故所致。资信局认为，在升级工作中，"第一通"没有对可能出现的风险进行充分评估，也没有对降低风险做出应有的关注。
　　在新加坡，违反相关电信准则的最高罚款为100万新元(约合490万元人民币)或执照持有者年营业额的10%，以金额较高为准。此次开出的罚单是新加坡官方首次按营业额10%的规定进行重罚。
