美參院草擬決議支持對敘利亞有限動武

美參院將於下周就決議草案進行表決。

美國參議院外交關係委員會同意出台一項決議草案，支持對敘利亞動武。
該決議草案將把美國對敘利亞採取軍事行動的時間限制在60天之內，並禁止在敘利亞動用美國地面部隊。
參院將於下周對此項決議草案進行投票。
根據法新社提前獲得的草案文本，該決議還說，如果獲得了國會支持，總統可以將60天的軍事行動延長30天。
美國國務卿克里說，在敘利亞當局發動了「不可抵賴的」化武攻擊行動之後，美國必須採取行動。
克里在參院發表講話說，奧巴馬總統並非要求美國投入戰爭，而是要求獲得清楚而確切的表達權：美國言出必行。
眾議院的共和黨議長博納已在周二（9月3日）表示，支持奧巴馬對敘利亞動武。
但BBC駐華盛頓記者奧布萊恩說，在贏得美國民眾支持方面，奧巴馬總統仍然面臨著嚴峻的挑戰。
她說，最新的民調顯示，美國公眾反對軍事介入敘利亞的呼聲日益高漲，每十個人中有六個反對對敘利亞發動導彈攻擊，甚至國會議員之間也存在分歧。
